Odisha Startup Policy 2022

A dedicated Rs. 100 Crore "Fund of Funds" scheme disbursed over 5 years to fulfill the early-stage capital investment requirements of registered startups. It provides fiscal incentives including a monthly sustenance allowance of Rs. 20,000–22,000 for one year, up to Rs. 15–16 Lakhs for product development and marketing, and up to Rs. 10 Lakhs for raw materials or equipment.

1. Must be a recognized startup entity incorporated as a Private Limited Company, Partnership Firm, or LLP.
2. The entity must not be registered/incorporated prior to 7 years 
3. Annual turnover must not exceed Rs. 25 Crore in any preceding financial year.
4. Must be working towards innovation, development, or improvement of products, processes, or services.
5. If registered outside the state, it must employ at least 50% of its total qualified workforce within Odisha.

• Register on Portal: Create an account on the official Startup Odisha Portal.
• Get Recognized: Apply for "Recognized Startup" status by uploading your incorporation certificates and a brief product pitch.
• Access Incentives: Log in to your approved dashboard and select the "Apply for Incentives" tab.
• Choose Scheme: Select the specific seed fund grant or allowance you want to claim.
• Fill Application: Complete the digital form detailing your innovation, business model, and milestones.
• Upload Documents: Attach your pitch deck, financial projections, dynamic milestone chart, and founder ID proofs.
• Submit Proposal: Review your details and hit submit to send the proposal to the Startup Secretariat.
• Undergo Evaluation: Present your startup to the Task Force committee if shortlisted for evaluation.
